Yet the site has an underlying complexity dif- <br />ficult to grasp or resolve without greater analysis and <br />dissection. <br />While the site is nearing exhaustion of resources available <br />to the County under its existing 9.9 acre permit area, ex- <br />pansion is clouded by uncertainty over future site re- <br />sources and cost/benefits, budgetary and staff limitations, <br />greater technical demands on the County in permit develop- <br />ment and follow through, and an adjacent landowner certain <br />to oppose any expansion. Managing existing operations is <br />complicated by similar concerns, and from evolving uncer- <br />tainty over regulatory compliance issues raised by such <br />events and the same adjacent landowner. <br />Poor permit design and government reuiew failed to antici- <br />pate or respond adequately to existing problems that quali- <br />fied planning and good follow through in the field may have <br />prevented.
