For <br />example if the grading is delayed then the culverts cannot <br />be installed because they must be carefully located in <br />accordance with the altered topography. In another example, <br />if the grading is done and the culverts installed, but tie <br />sediment basin not completed by [he time thunderstorm se.sson <br />arrives next year, there will be severe sedimentation <br />problems throughout the drainage basin. <br />I do wish to point out that much of this work would have <br />been completed last year, except, as was testified in this <br />Board hearings, concerns and considerations as to whether <br />the road was or was not in the permit delayed implementation <br />and has contributed to the current situation. If <br />consideration of this corrective action plan is continued <br />for the next two or three months then exactly the same <br />situation will probably occur. <br />The timetable presented in the corrective action plan is <br />predicated upon an assumption that work on the major ares~s <br />would be able to begin in early November. If the start of <br />that work is delayed until December or even January it will <br />be necessary to completely rework the timetable and it m~iy <br />not be possible to complete all the necessary work by ne::t <br />summer. We urge you to please take this timing problem into <br />account and provide Castle with permission to proceed. ]f <br />permission to proceed is not provided so the existing <br />timetable can be implemented the company will be forced to <br />consider initiating work without approval of the Corrective <br />Action Plan. The company does not wish to do that, but if, <br />in the opinion of the company, it appears that significant <br />delays are going to occur as a result of intense scrutiny of <br />the plan to the smallest detail then Castle has no choice. <br />Castle Concrete feels it is time to stop all this talking <br />and get to work. <br />Respectfully, <br />~~~~~~ <br />Mark A.
