In light of the delays in the Board approving <br />the Corrective Action Plan and the advent of a period for <br />the receipt of additional public input, we felt it was <br />essential for us to prepare a graphic timetable. This i:s <br />intended to impress upon [he MLRD, the Board, and any <br />interested parties that if there are significant delays ioith <br />the implementation of the plan it is likely that completion <br />will not be achieved by April 30, 1990 as indicated in the <br />plan. <br />We are quite concerned that the Board action at their <br />October meeting could delay the start of the major work on <br />the corrective actions by anywhere from one to three months. <br />If that occurs as a result of additional concerns and <br />considerations, there may be some very serious sedimentation <br />problems next summer. It seems to us it is time that thc~ <br />various parties involved in this action restrain themselves <br />from considering every little point of disagreement and <br />allow the work to proceed. Although we do no[ want to cut <br />off any valid considerations regarding the plan, we feel <br />that there needs to be established a point where the tal4.ing <br />stops and the working begins. In our view, the object of <br />citing Castle with a violation and ordering corrective <br />actions is to correct a real problem and not to provide ~~ <br />means for [he various parties to continue discussing the <br />plans in minute detail. <br />As you can see, many of the actions must occur in a <br />particular sequence.
