APPLICATION FOR TECHNICAL REVISION RECEIVED <br />MMM/CHAMBERS GRAVEL PIT APR 21 1002 <br />M-1979-205 <br />Division of Minerals and Geology <br />Garfield County <br />United Companies of Mesa County is the operator of this gravel pit. At this time United <br />Companies requests that the approved post mining land use, in the area designated as <br />Phase 1 on the approved Pre-mininglMine Plan map, be changed from rangeland to <br />industrial. This request will apply only to the land that is owned by Rocks R Us LLC. <br />The legal description for this parcel is excerpted from the Amendment I application for <br />this Permit and designated as Exhibit 1 for this Technical Revision. <br />The current County zoning designation for the entire permit area is <br />AgriculturaUIndustrial. Please see the zoning map and Zone District Regulations for A/I- <br />AgriculturaUIndustrial that are attached to this request as Exhibit 2. A change to a post- <br />mining land use of industrial will be in compliance with the existing zoning classification <br />for this area. <br />In the vicinity of the permit area, many industrial businesses are in operation at the <br />present time. A list of commercial and industrial businesses located on or very near <br />Highway 6 is attached (Exhibit 3). The character of the area is more industrial than <br />agricultural. In addition to the businesses listed in Exhibit 3 a gas pipeline and two sets of <br />electrical power transmission lines cross the permit area. <br />Prior to the issuance of this Reclamation Permit, a portion the facility was operated by <br />Mountain Mobile Mix, Inc. of Frisco, Colorado. The area that was covered under <br />Reclamation Permit M-1977-120 is shown in Exhibit 4, an aerial photograph that was <br />included in the original application for Reclamation Permit M-1979-205. The photo also <br />depicts the area that was not included in Permit M-1977-120. The area located to the west <br />of the permit area can be seen as a gravel processing and gravel storage area. In addition, <br />the maintenance shop and office building that remain today can be seen in the photo. <br />Another activity at this site in the past has been ready mix concrete manufacture. At the <br />time, this area was being used for industrial purposes and was not included in the <br />Reclamation Permit application. <br />When Amendment 1 for Permit M-1979-205 was proposed and approved the Phase I azea <br />was not thoroughly addressed. As shown on the Pre-mining/Mining Plan map, the area <br />located at the west side of the pond shows the office and shop buildings and <br />stockpile/process areas. It was never the intention of the operators of the facility that this <br />area would be reclaimed as agricultural land. The Division of Minerals and Geology <br />requested, during an inspection of the site, that a map be provided showing "what portion <br />of the site will be retained for industrial use (permanent yard area, including <br />buildings)...". A map was supplied to the Division in response to this request. As stated <br />in the Reclamation Report that was submitted to the Division in March 2002, "...United <br />
