Alpine Rock's calculations irrdicated that the 100-year
fl flow would be 3.26-feet above the normal flow. Normal slow is defined
as base flow, which is the flow during times other than spring runoff pr
predpttatlon events.
AS an added margin of safety, we will beats all permanent fuel storage
at (east 32fi-f!?et atxrvr~, the plevatron of the nnrmaUOrdinary high water mark
on the dream bank, perpendicular from the stream to the fuel storage lor~on.
Such pemlartent storage tanks would be hermed 2nd lined with a UV
resistant membrane and the capacity of the containment area will be sized to
accommodate 1.5 times the capacrly of the tanks. Other materials, such as
lubricants, and antifreeze, would, rf stored on site, also he Int~tecl inside the
containment area Also, as required, we would appropriately sign the area
stating that the fuel valve is to be manned at all times during fueling. -
Altematrvely, we reserve the right to servicx the fuel needs of the site
with a fuel tanker, or other mobile tank, both of which would bo parked only
temporariry on site, and therefore not contained.
~. waters of me United Scares
One of the things you speafically looked at during your inspecton of
the site on June t, 7004 wtts whether or not wetlands exist m the proposed
area of affected land. You did look at this, and, as disgJSSed in your
Inspection Report, determined that, indeed, no weNand~ cxi~t within the 42-
acres to be mined, and that therefore you see rto need to require a wetlands
delineation of the project-
We still realize that it will be necessary to contact the Corps of
Engineers with regard Yo the Insfallatlon of cuh~ertjs) to radlna~ another
Aceow Road to the site.
4. Fugitive Dust
We will investigate the speaf~c air permtt requlremerris for this
operatlon and will contact the APCD as necessary.
5. Redemation Costs
We will reclaim the site in two stages. The total mine~i area is
approximately 42 acres and we will reclaim the first half of the site (21 acresl
when we are approximately one-half done, and reclaim the remaining 21
acres when we are completely done.
The average height and maximum length of the "forward° workiing
faces at any tlme throughout the operation are estimated to be 3U-feet tall
and 600 feet long. The average height and maximum IenglFr of side working
faces are estimated to be 10-feet tall and 2,600-ft:ct long. The time required
3
