11 '90 15 59 CYPRUS YAMPR VRLLEY <br />C~~~y ,~J ~f,~~~'1"~c, ~ ~~~, ~~,`, <br />Rule 4,14.1 (2) - Continued <br /> <br />apoii grading activitiaa :ii ii simply be smoochia~ ,:N_~ati~...:. :.1: <br />spoils will be contained within the pit area to insure stability <br />and sll highwalls and depressions will be eliminated. <br />~- There will be no need to construct any spoil piles as the mining <br />operation is already in a steady-state haul back configuration. <br />The o13 spoil pile located immediately south of the mine plan area <br />in Section 24, Township 5 North, Range 86 West, has not been used <br />since October, 1979 and has been graded out to a stable slope. <br />This pile is complete, will never be used again, and was approved <br />in Energy Fuels' Permit 76-16. As more fully discussed under Rules <br />2.05.3 (6)(b) and 4.14.1 (1), this permanent overburden stockpile <br />is not needed to achieve approximate original contour. <br />Sackfilled material will not adversely affect the ground water as <br />demonstrated by the discussion and testing results for spoil mater- <br />ial set forth under Rules 4.05.12, 2.04.6 and 2.05.6(3). The <br />postmining land use, which will be rangeland, will be promoted by <br />an undulating surface which will minimize erosion and maximize <br />water retention, yet minimize the passibility of sliding. No cut <br />and fill terraces will be incorporated in the backfilling and <br />grading. <br />There will be no new boxcuts ar initial cuts and so no additlanal <br />spoil will be permanently disposed of outside the mined area. This <br />mining operation is already in a haulback and direct backfilling <br />state which allows all spoil to remain in the mined out area. <br />There are no new mine areas which will need to be developed ehrough <br />the use of a boxcut. <br />The temporary spoil piles located adjacent to the Middle Creek <br />Underground Mine highwall will be used to backfill the portal area <br />upon completion of the underground mining.
