If D.M.G. has <br />information to the contrary please advise us for such a basis. <br />6) Montrose County Engineers agree that a layer of loose material is desirable beneath the <br />placed topsoil in the gravelly soils remaining in the pit sideslopes, where topsoiling and <br />revegetation is planned. Shape-grading or rip-loosening to a one-foot depth within that <br />subsoil material best serves that purpose. Rip-loosening to greater depths, however, may <br />dislodge and incorporate large boulders that make surface-smoothing and consistent <br />topsoiling difficult, which would compromise the goal of awell-loosened subsurface. <br />Therefore they feel more comfortable with specifying a minimum requirement of one foot of <br />loosened subsoil beneath the placed topsoil, and so specify in amendments to the "Exhibit E" <br />`Reclametion Plan'. <br />7) No explosives aze to be used in conjuction with the mining and reclamation operations. That <br />assertion has been added to "Exhibit D" `Mining Plan, Section [ij', <br />8) Currently approximately 2'/s acres of the previously mined azea between Shavano Access <br />Road and the west property boundary have been successfully reclaimed. The County would <br />prefer to keep this acreage in its reclaimed state, with removal from the permit area its <br />immediate goal, when no longer needed for the mining and aggregate production operations. <br />Disturbed areas across the access road to the northeast are currently utilized for equipment & <br />materials storage, and for topsoil and products stockpiles. Eventually that azea too is planned <br />for reclamation, when mined-out pit operations/storage areas can be utilized closer to the <br />active mining and production. For the time being, however, the County Engineers wish to <br />keep the options open until more worked out pit azea is available after complete extraction of <br />resources in the central, current mining portion of the permit area. <br />9) A minimum of six (ti) inches has been specified for reclamation topsoiling, where topsoiling <br />is indicated in the revised "Exhibit E" `Reclamation Plan', <br />10) The operation is not expected to duectly affect surface or ground water systems. That <br />assertion has been added to the first paragraph of "Exhibit G" `Water Information, Sect. 1'. <br />11) No additional water consumption is expected for operation of a hot asphalt plant, since any <br />plant used is expected to utilize a baghouse for control of fugative emissions, thus requirng <br />no additonal water resources. <br />12) The last pazagraph of the "Exhibit G" `Water Information' is accurate in asserting that "No <br />acid, toxic, nor hazardous waste products shall be involved in the proposed action." <br />Production and storage of asphaltic concrete "mix" is aot considered by the Air Pollution <br />Control Division nor Hazardous Waste Division of the Colorado Department of Health and <br />Environment to be included in the listing of "hazadous wastes". All others are off <br />the mesa top in azeas of no disturbance.
