COOLEY: An observation--I think-- <br />13 personally I think that we should give favorable <br />14 consideration to the request of the company, the <br />15 operator. At the same time, I would hope there'<_; some <br />16 way we can do this so that it isn't obligatory. If we <br />17 aren't ready for a decision next month, that we c.on't <br />18 have to have Castle come up here with 10 or 12 people and <br />19 the opposition with all of their people and everyone <br />20 spinning their wheels knowing they are not going to <br />21 accomplish anything.
