Holbrook: <br />Attached 1s a copy of our .August 9, 1984, memo regarding stipulations we <br />recommended far West Elk Caal Campnny's subsidence monitoring network. <br />We hove noted in the proposed revision a provision which was not covered <br />in Mest Elk's initial proposal to us. This provision calls far 4 ft. by <br />4 ft. white plywood targets to 6e placed over each monitoring station. <br />My estlaate is that approxtmntety 90 of these wilt be needed. We are <br />concerned with visual impacts of this added use; but since we are unable <br />to address these impacts on the ground during winter months, it is <br />difficult to ,fudge how significant they are. I have diseuased these <br />concerns with Rocky Bowman of ARCO, and we have agreed to submit the <br />following recommandatian: <br />A. Investigate visual impacts to the spring of 1985. <br />A. 1. If visual impacts are Judged by the Forest Service to be <br />insignificant, nothing further wtil be required. <br />A. 2. If visual impacts are fudged 6y the Forest Service to be <br />significant, a stipulation will be added to the permit <br />requiring that the panels be turned so that the neutral,,; <br />(brown) coior faces up during non-snow covered periods <br />(from June - October 15) except during specific times ~ '. <br />when subsidence measurements are befog made. ' <br />We would also recoemend that the following stipulation be added: <br />A11 subsidence markers end panels wilt be removed at the conclusion of <br />the pro,{ect. ientetive plans call for this to occur in 1989; therefore <br />rsaoo-ulw <br />
