<br />U.S. FOREST SERVICE SPECIAL USE PERMIT APPLICA7IOR <br />Permit stipulations to Permit C-007-80 issued by the Colorado Mined Land <br />Reciawatlon Divlston and Permit CO-0021 issued by the Federal Office of <br />Surface Mt~1ng to Mest Elk Coal Company (WECC) for its Mt. Gunnison No. 1 <br />Underground M1ne•, located neaw Somerset, require that UECC install a <br />subsidence monitoring network over the first panel to be retreat minad. WECC <br />proposes to develop the panel as shown on Attachment A some time in 1985 and <br />the pillars pulled in 1986. <br /> <br />~~ <br />In coapllence with~•the above-referenced permit ctipulatlans, WECC proposes to <br />establish a subsidence monitoring network consisting of monuments located in <br />. ~ twb.brushed survey strips 1n the location shown an Attachment B. The permits <br />• stiyulate that the survey network 6e established prior to development of the <br />j panel. Since the panel nary 6e developed as early as February, 1985, MECC <br />•, wishes to install the monuments before the end of the 1984 constructlen <br />:' .:season. Thus HECC proposes to install the nonltortng network lmnedlateiy upon <br />approval of this appllcntian. The northern-most strip will be approximately <br />10 to 15 feet wide end approximately 2400 feet long. white the southern strip <br />will be approximately 10 to 15 feet aide and 2000 feet lang. The rehar survey <br />monuments x111 be ptaeed approximately SO feet apart and regularly surveyed to <br />precisely nonitor far any surflcial effects of subsidence resulting from <br />retreat Wining. • <br />Brush within the survey strips will be lopped into approximately 24 inch <br />]engths and scattered. Stumps will 6e cut to within four inches of the <br />ground. Brushing of steep scopes will be avoided wherever possible. <br />6aso11ne-powered.chaln saws equipaed with approved sparfc arresters will be <br />used to brush the strips. Survey monuments will be installed by hand. thus no <br />heavy duty equipment will be needed far this operation. <br />Access to the survey strips will be via Dry Fark Forest Road No. 711 and <br />AQache Rocks Road, as shown on Attactenent C. An archeological survey of the <br />area to be brushed is being caapleted 6y the brand River Institute in Grand <br />Junction. The results of this survey will be submitted to you as soon as it <br />is completed. } <br />Trash created by any of the operations described above will be transported to <br />the county landfill for disposal. <br /> <br /> <br />
