Henry Austin of the Jifice of <br />Sttrfare Mining wan present nlong with Hanry Barbs representing <br />Mountain Coal Cgnpeny. The inspection wan conducted over three <br />days; the first day conalsted of checking records and,~kle, remainder <br />of the time was spent doing ,t he site inspection. The fii•et day wa: <br />C10 Utly and rnining periodically and the other two days were clear <br />anc! worn, <br />AVAILABILITY ON RECORDS • <br />West Ellc's revised SPCC, plan requires viausl inapectiona to be done <br />annually in August. Aooording to the operator, thls.~.pRpection has <br />been completed but nt the tine of the Division's inspection, the <br />Earn contaihud in ttie SPCC plan had not been filled out. The <br />results of thLa inspection should .be entered in this torn prior to <br />the Dlvialon'a next canplete inspection. Pond inapectiona should <br />continue to be completed on a quarterly basis, The DMO permit is <br />on file 'and expire^ on July 91, 1988. The inspectors recommended <br />that annual certifications be completed on all ponds, not ~uat the <br />oversized ponds. It was determined that proper notice had nut barn <br />`Sven to surface laudownera over areas to be mined; therefore, NOV <br />C-92-112 wan iaauad. <br />An additional permit boundary•marker should 6e placed on the <br />• -• eastern end of the loadottt. The permit bot[ndary marker on the <br />fence which faces the river should bo replaced with a Mountain Coal <br />Company sign. <br />0 DS <br />There is currently a light-uao road around the base of the reluee <br />pile that was constructed withour. Irt addition, MCC has a number oP light-use <br />roads that are used.te access upper areas for monitoring purposes <br />that have not 6cen Sncluded !u the permit document's description of <br />fight-.tan roads. MCC should aurvec the mina site for all light-ume <br />roads for Sttclttsion in the pec•mlt, Rttla 1.0•i.lll(c) defines a <br />light-use road. There are aevernl water bare along the road used <br />to rr.sclt the upper mendoti,•, whicl[ appear to be Punctionnl. Thcrc is <br />howe~•er, ^ome e[•osion occtt[•ring on the lowrr reaches o1' this road. <br />MCC should consider regt•adinq this road. <br />
