• Mr. David Stout - 2 - August 15, 1985
II. Maintenance Operations
1) The timing of maintenance operations needs to be condensed. The
Division will accept a semi-annual cleaning schedule of
September 1-October 15 and February 1-March 15. In addition,
language which allows for emergency cleaning due to
precipitation events may be included. The Division must be
notified at the time of such emergency maintenance. Language
indicating cleaning "anytime during the year" should be deleted.
2) The type of equipment to be used, the amount of time estimated
for maintenance activities, and the approximate amount of gravel
to be excavated should be included.
3) Location of stockpiles for excavated material (if any) should be
depicted.
4) Amore detailed discussion of how this operation will minimize
disturbance to the streambed should be included. No gouging of
the stream bottom should occur as a result of the maintenance
activities.
I would like to emphasize that this revision, if approved, allows only for the
• minimum necessary disturbance (excavation) to maintain the Purgatoire River
culverts. The removal of gravel for the express purpose of utilizing the
material for operating activities would not be permitted. If Wyoming Fuel
Company has a need for a permanent gravel supply, a revision may be submitt
for this purpose. Such a revision should include (in detail) the source
location, probable environmental impact and mitigation plan and operation a
reclamation plan.
If you have any questions, please contact me at the Division.
Sincerely,
~~ ~~
Jeffrey Deckler
Reclamation Specialist
JD/cj
2689E
ed
nd
