This conclusion is contingent upon compliance with the earthwork <br />recommendations included In the report. In accordance with those recoimnendationa, the <br />applicant should specifically commit to: <br />1. Place and compact load-out bench fill in horizontal lifts not to exceed 2 feet <br />to loose thickness. <br />2. Complete density testing of sufficient frequency to demonstrate that load-out <br />bench fill is compacted to minimum 85 percent of StandaFd Proctor Density. <br />3. Complete gradation testing and material classification in sufficient frequency <br />to demonstrate that load-out bench fill does not vary epprec:iably from the <br />samples tested for material strength properties. <br />4. Exercise sufficient control over placement of load-out bench fill to assure that <br />the fill dose not contain organic, plastic (clays, topsoil, etc.), frozen, or <br />other deleterious materials. <br />5. Provide adequate drainage to direct surface water around the out=slope of the <br />toad-out benches. <br />I have not provided a required frequency for density or gradation test inq, or materials <br />classification, because these need to be Bite specific determinations. For example, <br />if the operator can show that a specific compaction methodology (e.cl• x number of <br />passes with a loaded haul truck, or track walking with a certain size dozer) results <br />in the required minimum density, and if the fill ie coneietent in material properties, <br />the frequency of density testing could be low. If the fill ie not coneietent, a much <br />higher frequency of testing and classification would be indicated. <br />The operator should provide ae-built draw inge end narrative, in terms o1' the foregoing <br />list of items, in the annual reports for the Slab Canyon Quarry.
