The obligation <br />for the letter is held by Central Bank National Association of <br />Denver, Colorado. This information was provided by DMG as a <br />result of this inspection. .The bond amount of $393,000.00 is <br />the same amount of bond which existed prior to the release of <br />the loadout which occurred some time. early in 1994. <br />Therefore, one must assume that although liability for the <br />loadout has been released, the bond amount was not reduced. <br />If this information is not correct, DMG must supply the <br />current bonding documents to OSM. <br />Another issue concerning the bond is the discharge which is <br />occurring from the F1 mine portal area. It is assumed at this <br />time that the discharge will be perpetual and will require <br />treatment due to the heavy concentrations of iron contained in <br />the water being discharged. If this is indeed the case, <br />further reduction of the bond will not be allowed. It is also <br />recommended that DMG review the bond amount based on the <br />treatment of the discharge and require-the permittee to'post <br />any additional bond which may be needed or in lieu of this <br />have <br />DMG should work with OSM in resolving <br />this issue. <br />Discharge Permit: The discharge permit CO-0029599, issued by <br />the Colorado .Department of Health, became effective on <br />04/01/94 and expires 01/31/99. There are currently 5 <br />discharge points allowed by the permit. Discharges were <br />reported at outfalls 001 and 007 during the first quarter of <br />1994 and at outfall 007 during the second quarter of 1994. <br />All discharges were within the limits stated in the permit. <br />Water Monitoring: Refuse wells D-lA and D-2A are required to <br />be monitored on a quarterly basis. North Thompson Creek is <br />required to be monitored on a bi-annual basis. All monitoring <br />information was contained in the annual report which is <br />submitted to DMG. <br />Air Quality Monitoring: The air emissions permit was cancelled <br />on 02/16/90 and no further monitoring is required. <br />Subsidence Monitoring: The information in the mine plan was <br />4 <br />
