,. <br />degrees which is greater than the 2h:1v allowed and much steeper than the <br />original slopes on this part of the mine. A demonstration has been made showing <br />these slopes to have a 1.3 static safety factor, but at the time of the inspection one <br />slope had already failed causing a small slide approximately 12 to 15 feet wide. <br />These terraces are sloped at from 0.5 to 1.5 degrees toward the outslope. <br />Several very large boulders had been left at the toe of the lower terrace which <br />should have been placed in the backfill. The State inspector has indicated that <br />these would be removed and probably be used in the reclamation of the cut slope <br />which remains on the east end of the top two terraces. A culvert has also been <br />left under one terrace which should be removed prior to bond release. <br />ENFORCEMENT ACTION <br />State Inspectors have indicated that several things need to be addressed before _..'u <br />bond release can be granted . These item in part are: <br />(1) remove/recover the concrete headwall at Portal #2 <br />(2) remove culvert under terrace <br />(3) remove rocks at toe of terrace <br />(4) reclaim cut slope at east end of terraces <br />It appears that the above requirements will be handled through denial of bond <br />release instead of a Notice of Violation. <br />Ten-Day Notice X95-020-179-003 was issued to address the situation with the <br />terraces as discussed earlier in this narrative. <br /> <br />~ =~ ~ <br />
