The above listed people met at the mine site and participated in the
inspection.
1
The face-ups to the mine had been backfilled and regraded to"Approximate
Original Contour (AOC). These Portal areas are very steep. At Portal #1 the
backfill had settled approximately one foot. There appeared to be very little
erosion so far. Backfill material had been placed over the concrete headwall at
Portal #2 and had settled enough to expose part of the concrete structure.
The installed drainage control ditches and the pond appeared to be functional. A
topsoil stockpile remains near the pond for use in reclamation of the pond. Part of
the topsoil stockpile near Portal #2 also remains.
Most of the remaining disturbed area consist of the three terraces which were
constructed by cut and fill and used for facilities areas, various storage areas, lay
down yards and a parking area. These terraces were constructed on a gentle
slope below the portals and were not regraded to AOC. Although DMG approved
a permit revision to leave these terraces, their justification for doing so does not
conform to the State's approved program. These terraces are not needed for
erosion control. The width of these terraces range from 50 feet to 140 feet, much
wider than the 20 feet maximum allowable. The outslopes range from 28 to 31
;r¢ v
