Per my <br />conversation today with John Eastman i have revised how the floodplain map is shown, and. <br />revised the text accordingly. I completely removed the berm, and now show the entire pit <br />inundated during a 100-year runoff event. <br />John's contention is that 1) he doesn't think berms work, that water will run into the pit during a <br />flood event anyway, 2) a berm is extra cost (agreed), 3) the equipment is portable and qn be <br />removed from the pit when one sees the river rising, and 4) berms can create potential <br />problems for adjacent property owners, e.g. stream bank erosion, etc. <br />Regardless... I don't see a problem removing the bens and showing the entire excavation <br />flooded during a high water event. In theory, yes, the equipment is "portable" and ran be <br />removed for a few days or a couple of weeks, the pit temporarily flooded, then pumped out <br />and life return to normal. In practice, I don't see this happening very often. And, I specifically <br />asked John on what technical grounds he thought a benn would degrade the streambanks or <br />adjacent property owners land. He didn't have a spec answer, other than he apparently <br />thinks thaYs what happened at La Farge's South Pit. I told him that rf 10 to 15 percent of the <br />total flow is moving in the floodplain, then yes, blocking that flow and terming the floodplain <br />can add to streambank and stream channel erosion.
