The proposed revised Permit <br />boundary falls entirely within the polygon which previously was represented as the Permit <br />boundary. <br />A map showing the "Proposed Affected Area Boundary" is presented on the site maps <br />submitted with the Annual Report in January 28, 2003 and on the recent update of this map <br />submitted with a separate letter included herewith. <br />Reclamation Plan <br />The Topaz Mine was originally permitted by Pioneer Uravan, Inc. in 1980. The Topaz Mine <br />was subsequently acquired by Union Carbide, which also held permits for a number of other <br />mines in the Topaz Mine vicinity. Due this evolution of operators, reclamation plans for the <br />five Permits now held by this Operator for mines in this area are not consistent. This <br />Operator prefers to take this opportunity of submitting a proposal for a Technical Revision to <br />make minor revisions to the reclamation provisions in the Permit so that reclamation practices <br />will be uniform (subject to individual site conditions and requirements) for the five peanits <br />held by this Operator. These changes will facilitate reclamation planning and execution. <br />Portal Closure: As noted in the Permit, the portal will be permanently closed by <br />pulling the timber sets in the portal entrance and backfilling with barren rock. The Operator <br />proposes that prior to closing the portal that site debris and trash be placed in the portal for <br />permanent burial. This will include placing debris from the building concrete floor slab, <br />which will provide a solid stop against which backfill material will be placed. <br />Dump Grading.• Outslopes of dumps will be graded to a slope of no steeper than 2 <br />Horizontal : 1 Vertical to provide a suitable face for reclamation and to blend the reclaimed <br />dump into existing site contours. <br />Reclamation Seed Mir: Adjoining mine sites in the local area have differing <br />reclamation seed mixes in the permit reclamation plans. The Operator proposes to <br />"standardize" the seed mix to be used in the area of the Sunday group of mines. The proposed <br />seed mix is derived from the existing mixes in the permits held by the Operator and from <br />recent experience with the proposed general mixture. The following seed mix is proposed: <br />Western Wheatgrass: 6 lbs/acre <br />Crested Wheatgrass: 6 ]bs/acre <br />Indian Ricegrass: 3 lbs/acre <br />Yellow Sweet Clover: 1 lb/acre <br />Four Wing Saltbush: 4 lbs/acre <br />Sand Dropseed: 0.2 lb/acre <br />
