~: N17~18'94 1802 No .009 P.04 <br />You are also in receipt of our letter of October 24, 1994 in which we directed no dozer <br />movement without Golder Associates' approval. Then, though we have not completed writing <br />the response required by Dr. Pendlecon's November 2, 1994 memorandum from which this <br />recommendation originated, we have directed routine evaluation of the source of Pad >y2 nutterial <br />by Golder Associates QCA personnel as well as specific instructions to loader operators to <br />avoid, or place aside, azeas of Pad Jig material that wntain excessive oversize rocks (> 1.5 <br />inches). This sourcescontrol procedure is based on the results of four additional grain size sieve <br />analyses conducted as QC samples of the material exposed on the active face of Pad 112. The <br />sampling technique and locations were as directed by Dr. Pendleton. A11 tour samples were with <br />specifications. The test data are being submitted with our letter responding to Dr. Pendleton's <br />memorandum. All steps required as a result of Dr. Pendleton's memorandum and visit have <br />been completed as has been discussed with you and other inspectors. <br />As we discussed, not only is this request a return to our originally-accepted proposal to use Pad <br />N2, but it also allows use of more ma'~erial that is generally smoother or more rounded than is <br />freshly-crushed ore. Interface testing of both Pad N2 material and the Cresson ore has been <br />successfully conducted. Approval of this request would allow CC&V to immediately cover the <br />PLS with a protective 3-foot layer. <br />CC&V also wishes to note that this change of source should extend to the Select Drain Cover <br />Fill that is specified to surround the riser pipes. The numeric technical specification identifies <br />the source of this crushed and screened material, as does the text of the CONSTRUCTION <br />QUALITY ASSURANCE (CQA) PLAN, as the Cresson Mine. While that may yet be the case, <br />it would be prudent to allow the source to also be Pad 112. The technical specification for this <br />material would continue to be as approved. That existing specification is repeated below. <br />7.
