In the case of the Drain Cover Fill for the PLS, we ask to change
the source from crushed Cresson ore to either all Pad J!2 material or a grid of crushed Cresson
ore and Pad q2 material. The choice would be CC&V's with notification of that choice to the
Office of Miried Land Reclamation. The "grid" would be created by placing Pad A~2 Tirst to
pmlecl pipes and to buttress other fill and by then placing ore between the Pad ~2 grid. In the
case of the Select Drain Cover Pi11, the request is also to add Pad A~2 material as a source in
addition to crushed Cresson ore. This is not a request to change any technical requirements but
only the source of material and the source is one that is already serving as a source for a similaz
application. Presently Pad 112 material is the source for cover on the other portions of the pad.
As we discussed, and you and Mr. Sorenson recalled, our initial proposal in 1993 was to use
only Pad N2 material as Drain Cover Fill. We then requested, and the Office acccptod as part
of the approvod plan, use of Cresson ore on the P1S. Our request was for purposes of placing
leachable ore on the system at an early date. In view of the lateness of our ability to crush ore
(due to the lateness of initiating constraction), it appeazs that we would not be able to generate
enough ore to place on the pad in a timely manner. The Pad 112 material is immediately
available and, through its use, we wuld immediately begin to cover the upper liner and stabilize
the piping system that lays on top of that liner. It is possible that some crushed ore could
