C-81-012, TECHNICAL REVISIONS 7 and 10 <br />In Wyoming Fuels submittal of December 17, 1986, they state they will return <br />to the design for Pond 006 as shown in Exhibit 19 of Permit Application. This <br />design incorporates a trapezoidal spillway to allow discharge during a large <br />precipitation and/or prep plant pumpage event. With the EPA's revision to <br />their rules allowing prep plant discharge, the emergency spillway is an <br />acceptable feature. <br />Exhibit 19 shows the spillway elevation at 7388 feet or 2.2 acre feet <br />capacity. The thickener volume is stated as being 704,973 gallons or 2.16 <br />acre feet. With the spillway at this level afoot of freeboard is not <br />maintained. The 1 foot freeboard should be above the 2.16 acre foot level and <br />1 foot below the base of the emergency spillway. Also, no dimensions or size <br />requirements for the emergency spillway are given. <br />In summary, before the design can be accepted, Wyoming Fuels needs to submit: <br />1. A design showing 1 foot freeboard, <br />/vjr <br />6525E <br />2. the criteria to size the emergency spillway and resulting <br />dimensions, <br />3. submittal of revised NPDES permits allowing discharge from Pond 006 <br />of both prep plant water and sewage water. A commitment from <br />Wyoming Fuels that when or if sewage water is discharged to <br />Pond 006, that the water will not be recirculated to the prep plant <br />until it meets the effluent limits applicable to sewage discharges. <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
