Edna 4/93 <br />VIOLATIONS <br />page 2 <br />DMG issued five violations as a result of this inspection. A review of the violations <br />indicates that all conditions noted during the inspection as being in violation were <br />written, therefore no TDN's will be issued. Generally, the drainage structures that <br />were in violation as a result of erosion or deposition did not have designs in the <br />approved permit. The NOV's typically require designs to be submitted and after <br />approval the individual features will be canstructed to those designs. <br />C-93-023 was issued for failure to pass and addresses the Trout Creek water <br />pump area. This is a small pad where P&M installed a water truck filling station. <br />The area has some rock on the pad. Drainage from this area goes to Trout Creek. <br />P&M is required to submit a plan on the area and implement after approval. There <br />was an area at the tipple that was also a failure to pass location, but this was fixed <br />prior !o the end of the inspection. The stoker coal stockpile was supposed to drain <br />to a CMP and into the tipple ponds. The CMP was clogged with sediment and <br />prevented runoff from reaching the pond. This CMP was cleaned out before the <br />end of the inspection. <br />C-93-02d was issued for construction and maintenance of access roads. The cited <br />location is the Goat Trail road. This NOV deals with the erosion at the road water <br />runoff locations. P&M is required to submit an erosion control plan for the road <br />and implement after approval. <br />C-93-025 was issued for not having designs for existing drainage structures. This <br />NOV covers berms, culverts, ditches, and the inlet to the Moffat pond. The <br />features are found at the Goat Trail road, explosives storage pad, shop/warehouse <br />area, and the fuel pump location. P&M is require to submit a plan and implement <br />after approval. <br />C-93-026 was issued for not protecting topsoil and not retaining all sediment on the <br />disturbed area. This NOV was issued to address those areas where coal and/or <br />other materials were put onto, or allowed to wash onto, topsail or undisturbed <br />areas. Typically this occurred during snow removal operations. The NOV requires <br />P&M to submit a plan for drainage of the conveyer and shop areas, clean up the <br />coal and sediments without causing additional disturbance, and to repair a berm. <br />P&M will implement the plan after approval. <br />C-93-027 was issued for not constructing and maintaining drainage control <br />structures as required by the permit. This NOV covers three locations: the berm of <br />the coal stockpile, the Goat Trail road, and culvert E-12. P&M is required to <br />construct or clean these to permitted specs. P&M has the option of revising these <br />areas when they submit the drainage plans required by the other NOVs. <br />
