Cottony <br />Acting Division Director <br />RE: Preston Pit Extension, Permit No. M-1980-022, Technical Revision No. 2 Approval <br />Dear Mr. Johnson: <br />On July 10, 2002, the Division of Minerals and Geology (DMG) approved United Companies of Mesa <br />County's application for Technical Revision No. 2 (TR-02) to Permit No. M-1980-022 for the Preston Pit <br />Extension. The revision addresses revised reclamation plans that leave an island instead of a <br />peninsula, provide for backfilling a portion of the north pit area, and provide for leaving the shop as a <br />permanent structure. The provisions of TR-02 are hereby considered to be a binding part of Permit No. <br />M-1977-523. All other conditions of the permit remain in full force and effect. <br />The reclamation cost estimate for this permit was recalculated to incorporate the provisions of TR-02 <br />and the current site condition. A copy of the estimate is enclosed. As we discussed by phone on July <br />11, 2002, the revegetation costs include costs for the application of a soil amendment. This cost was <br />added because all available topsoil has been used for previous reclamation at the site and the available <br />overburden, for remaining areas to be reclaimed, most likely needs amending to ensure successful <br />establishment of vegetation. As you can see from the calculations, it appears that the site is <br />significantly under-bonded. Therefore. pursuant to Section 34-32.5-117(44 of the Colorado Land <br />Please review the enclosed figures as soon as possible and contact our office if you feel any of the <br />calculations are in error. Please be aware, the financial warranty must be received AND APPROVED <br />by DMG no later than July 15, 2002.
