1 <br /> <br />STATEMENT OF PURPOSE <br />The purpose of this Corrective Action Plan (CAP) is to respond to the <br />' State oP Colorado Mined Land Reclamation Board Notice oP Violation M-89-015, <br />Castle Concrete Company, Snyder Quarry, Permit No. M-77-210, d;~ted <br />September 21, 1989. The CAP responds to the Board's Order contained therein <br />under Item 5.b., Access Road, regarding Hydrologic Balance, Slope Disturbances, <br />' Water Quality, Revegetatlon, and Boundary Modifications. <br />GENERAL INFORMATION <br />' The Snyder Quarry Access Road is a 4900 foot long roadway which <br />provides vehicular access through several properties to the Snyder Qu:~rry <br />' located in the Northwest quarter of the Northeast quarter, Section 32, <br />Township 13 South, Range 67 West of the 6th P.M., EI Paso County, Colorado. <br />t (See USGS Vicinity Map In the Appendix.) The road leaves Black Canyon Road <br />at the Security Gate Building into the Cedar Heights Development at eleva~;ion <br />' 6406 USGS. The quarry Operator, Castle Concrete Company, has also installed <br />a security gate at this location and for purposes of the CAP, this location is <br />designated as Milepost (MP) 0.00. The road extends in aNorth-Northwesterly <br />' direction to the new scale house at the Snyder Quarry active mining opera~:ion <br />at MP 0.93. The elevation at this point is 7004 USGS. Average grade bottom <br />' to top is 12% with grades along specific sections of the road ranging from 8% <br />minimum to 14% maximum. <br />The original alignment of the Access road was established by the Snyder <br />' Brothers in the late I800's when they actively mined the limestone quarry site. <br />The road was first improved in the early 1970's by the current Operator, <br />Castle Concrete Company, when it acquired the quarry site and access rights. <br />In about 1978 the road was upgraded to approximately Its current condition to <br />bring it into compliance with MSHA standards. The portion of the original <br />' access road between MP 0.0 and State Highway 24 right-of-way was improved <br />to Clty of Colorado Springs Standards and Specifications as part of the CE•dar <br />' Heights Development In the early 1980's.
