INSPECTION NARRATIVE <br />Seneca Coal Company <br />P.0. Drawer D <br />Hayden, Colorado <br />C-82-057 <br />Seneca II-W <br />March 28-31, 1995 <br />Walley Erickson, DMG <br />Dan Mathews, DMG <br />Edzel Pugh, OSM <br />Steve Rathbun, OSM <br />Michael Altavilla, SCC <br />Chuck McCUlloh, SCC <br />Weather: Varied from cool and sunny to cold with snow showers <br />and windy. <br />This was a random sample, oversight inspection conducted with <br />Dan Mathews and Walley Erickson of the Colorado Division of <br />,Minerals and Geology. We were accompanied by company <br />representatives, Michael Altavilla on the 28th and Chuck <br />McCulloh on the 29th and 30th. Steve Rathbun, OSM-AFO <br />participated on the 29th and 30th. OSM participation was <br />concluded with a conference with the state inspectors on the <br />morning of the 31st. <br />Topsoil stockpiles have been approved as Small Area Exemption <br />(SAE). Most of the berms have been breached to prevent runoff <br />form being contained. The company indicated that the <br />remaining few would be breached as soon as the ground dried <br />sufficiently. <br />Ponds 005 and 006 were reviewed and appeared to be stable and <br />functioning properly. Pond 009 was inaccessible due to deep <br />snow in access road. This pond was viewed from the ridge <br />above. This pond contained some water but was not <br />discharging. <br />The regraded and topsoiled slopes above Pit B were between 18 <br />and 22 degrees. Rills and gullies of approximately 18 inches <br />have formed in this area. The main down drain in this area <br />has no rip-rap. The gully here is about 24 inches deep and 18 <br />inches wide for a distance of approximately 150 yards. This <br />erosion problem is to be addressed in the Rill and Gully <br />Control Plan for this season. <br />Records were checked and found to be adequate. Insurance is <br />due for renewal October 1, 1995. Annual pond certifications <br />were not available, since they are not required by the state <br />program at this time. <br />3~s <br />
