I asked him if he could send me a <br />copy and he said that he didn't think that he could because it was an internal memo and that he would <br />have to talk to his supervisor. <br />After hanging up I went over to talk to David Berry about Mr. Austin's call. David was in Steve <br />Renners office and I described the conversation to them. Mr. Austin did not communicate with me <br />again concerning this matter. I didn't pursue this any further because I figured if there were even the <br />remotest possibility that there were problems that we would here about it. <br />The next time the Inman volumetrics and reclamation bond estimate came up was during a pre phase I <br />bond release request meeting with the mine operators in early March at the mine site. During this <br />meeting the bond release process was explained to the operator. Including time frames in which we <br />could expect to release the bond. The operator wanted a phase I release of the bond before mid - <br />July. The time frames outlined in the regulations would allow release within this time period. We <br />discussed possible delays that could arise and one that came up was that OSM could delay the bond <br />release. At this time I mentioned that OSM had looked at the backfilling and grading plan and <br />reclamation bond liability. I said that this report was not released to the Division but may have <br />information relevant to the bond release. I said that we possibly could get a copy through a Freedom <br />Of Information Act request. Jim Cooper said that he would try to get a copy of this report. David <br />Beny said that he would also try to get a copy. The following week Steve Renner was able to get a <br />copy faxed to the Division. <br />
