Long <br />Division Director <br />This memo is to document, to the best of my recollections, my corrlmunications and activities related <br />to OSMRE's volumetric calculations and reclamation liability estimates performed by Robert Inman of <br />the OSMRE. <br />Mr. Inman contacted me sometime after the oversight inspection. I believe that Mr. Inman first called <br />David Berry and David told me to return the call. I contacted Mr. Inman and we set up a time in <br />which he could come over to the Division Office to review files. <br />Mr. Inman and I met at the Division office; he said that he had been asked by the Alburqueque office <br />to look at the backfilling and grading volumes and calculate the reclamation liability. We discussed <br />what information that he would need. I gave him a copy of the Division's bonding calculations that <br />the Division had completed earlier that year. We also discussed swell factors, coal quantities mined <br />and the overburden stockpile. I gave him the telephone number of the mine operator and of Jerry <br />Nettleton of Terra Matrix. <br />We had set a date to meet at the mine but later something came up and I had to cancel. Later, during <br />my monthly inspection, I learned that he been to the mine and met with the operator and Jerry <br />Nettleton. I don't think that I communicated with Mr. Inman after he had been to the mine. He had <br />told me that he was retiring soon and since I did not hear from him I figured that he had already left. <br />Some time later, possibly in July or August, Henry Austin called me concerning the volume <br />calculation that Mr. Inman had conducted. Mr. Austin said that Mr. Inman's calculations for <br />backfilling volumes were different from those supplied by the mine. He gave me some volume <br />numbers and said that there was a deficit of fill in the material balance. None of the numbers were <br />significant; there was less than.a 5% discrepancy between the mines calculations an those of Mr. <br />Irunan. I was not concerned and I told Mr. Austin that I could not make any judgments on the <br />
