inert is attached. The fill "material would be generated from excavation during anticipated <br />future -mining operations. This area is currently. used for agriculture and the material is <br />expected to be clean and inert and suitable for backfilling. The quantity of material entering <br />the site is expected to, be 300,000 cubic yards. The material will be excavated and <br />transported to the site by the applicant. Transport of the material to the Platte Valley site will <br />be stopped if the- material appears off-color, produces a suspicious odor, or contains <br />excessive amounts of debris. <br />The excavation and transport of material to the site is expected to occur from 2004 through <br />2008. The material will be used to create the backfilled and groundwater lake shoreline areas <br />illustrated on the revised Exhibit F, Reclamation Plan map. Placement of the material and <br />grading will be done to stabilize the material and control erosion. The material will be . <br />placed in lifts and compacted in the same manner as described in the current reclamation <br />plan. Final grading and reseeding will be done as soon as possible after grading and <br />topsoiling have been completed. ' <br />13. The reclamation acreage has been clarified on the revised Exhibit F, Reclamation Plan map <br />attached. The groundwater lake to be created in Cells 2 and 4 that will be approximately <br />55 acres in size, or include roughly 40 percent of the proposed mined area. Other areas of the <br />mining pits' will be backfilled for wetland/upland and light industrial uses. If the <br />configuration of the proposed groundwater lake changes, or the size, changes by more than <br />25 percent of the proposed mined area, the applicant will provide a technical revision to the <br />Division with the final groundwater lake size and configuration. <br />14. The proposed final land use for the Platte Valley site includes future light industrial use. <br />However, it is not the, intent of the operator to develop industrial use on the site. It is <br />anticipated that these areas will ultimately provide for light industrial use, because the areas <br />are zoned industrial by Weld County. The proposed amendment areas zoned for industrial <br />use will be backfilled and graded by the operator.' The backfilling will include a cover of at <br />least 6 inches of topsoil. The areas will be revegetated with native grasses to provide <br />stability and minimize erosion until future industrial land uses are applied: . <br />15: Proposed roads for final reclamation have been included in the revised Exhibit F, <br />Reclamation Plari map. <br />16. During reclamation, backfilled and graded areas, including lake slopes above the normal <br />water elevation, will. be covered with a minimum of 6 inches of topsoil. <br />17. Floodplain issues were addressed in a letter from Allen Sorenson to Kate Pickford dated <br />October 17, 2003. The letter primarily referred to mitigation measures proposed during <br />initial site permitting when the final land use included the construction of water storage, <br />reservoirs. In subsequent discussions with both Mr. Sorenson and Ms. Pickford, mitigation <br />for the current proposed land use, including backfilling of the majority of the site, was <br />addressed.' <br />
