.. <br />Battle Mountain ,o id <br />Recommended Compliance Schedu'? <br />July 22, 7992 <br />(Permit No: t4-88-112) <br />In accordance with paragraph (5,b> of the June 25, 1992 additional corrective <br />action Order issued by the Board, the Division recommends the follo~inq <br />schedule for achieving compliance with the permit cyanide standardsibe imposed <br />upon BMRI as an addiitonal corrective action Order (see attached). The permit <br />standards for cyanide are 4.4 ppm total cyanide and 3.8 ppm WAD cyanide. <br />(1) BMRI has implemented their Hydrogen Peroxide Tailings Treatment, as <br />described in their TR-007 application, in their active lower tailings <br />pond, since June 15, 1992. In doing so BMRI demcnstrated that the <br />process is capable of reducing the WAD cyanide level to 15 ppm r less in <br />in an active tailings pond, and 10 ppm or less in an inactive t flings <br />pond. BMRI shall continue to add hydrogen peroxide directly to both <br />tailings ponds' liquid pools, at appropriate rates, in order to achieve <br />and maintain these levels. If the WAD cyanide levels exceed th~se limits <br />then BMRI must take corrective action. <br />(Z) BMRI is to use all reasonably practical steps to continue to to er the <br />cyanide levels in all tailings ponds to the lowest reasonably achievable <br />levels, and to continue to use its best efforts at all times toyachieve <br />that goal. <br />(3) BMRI shall commence operation of the INCO SO2/Air Tailings Trea{ment <br />Process as soon after approval as possible, in accordance with he <br />schedule for implementation contained in TR-010. When BMRI com ences <br />operation of the INCO process it shall bring both tailings pond into <br />compliance with the permit standards as soon as possible. <br />(4) As included within the "June Order", BMRI shall expeditiously c mplete <br />the ground water monitoring improvements proposed in TR-008, an complete <br />development of the containment plan proposed in TR-C09.
