4. As discussed with Tom Logue previously, the original notices to the Commissioners and the <br />SCD included an incorrect timeframe for public comment. The public comment period for <br />an amendment to a 1 12c permit is 20 days following the fourth of four consecutive weekly <br />publications of the public notice. The notices submitted to DMG on February 4, 2004 still <br />specify an incorrect timeframe. Additionally, the timeframe, as allowed by statute, expired <br />many months ago.
