2.05.4(2)
• (e) Plan for Revegetation
The area will be revegetated in accordance with the
revegetation plan contained in Appendix H. '
(f) The debris remaining after the dismantling and removal
of the surface structures and equipment will not include the noncoal
materials described in 4.11.4. The Operator will not dispose of any
materials that will constitute a fire hazard in this area.
Waste oil generated by the operation will be temporarily
stored in an above ground waste oil tank, located near the
shop/warehouse, then periodically picked up for disposal by an approved
waste oil service. Waste paper, lumber, pipe, supplies, cardboard etc.
will be accumulated in the east storage yard then periodically
transported to the Delta County landfill for disposal. Scrap steel will
be stored in an area provided near the dump station then periodically
picked up by a salvage company.
The Operator has accumulated 17 barrels of excess
material that are stored in a metal storage building. The material
stored in the barrels includes paint, hydraulic oil, solvent,
firefighting foam, sealing foam for stoppings, cement hardener and
wetting agent (soap). Most of this material is considered excess. The
metal building has a metal floor with a 6-inch steel lip enclosure which
provides a spill containment capacity (secondary containment) of 54 cubic
• feet (9.4' X 11.5' X 0.5'). After removing the volume of the barrels
that take up part of the containment volume, the net secondary
containment volume is about 30 cubic feet. Generally, secondary
containment should be provided for the entire contents of the largest
single tank in a storage area plus precipitation which is not applicable
to this covered storage building (Ref 40CFR 112.3). One 55 gallon barrel
contains 7.4 cubic feet therefore the metal storage building satisfies
the secondary containment requirement. Since this excess material
contained in the 17 barrels is stored appropriately, the Operator does
not have•any immediate plans to dispose of it.
The location of the noncoal waste storage areas are shown on
drawing E-3207R.
(g) Sealing of Mine Openings
The three portals will be sealed in accordance with
Drawing A8-1367. A solid block wall will be built a minimum of 25 feet
back from the portal entrance or a greater distance if required to find
suitable competent rock. A backfill of broken rock, gravel road
surfacing material and other coarse material will be placed outby the
seal.
• 2.05 - 37iii
Rev. 1:11-25-92
