After removing the volume of the barrels that <br />take up part of the containment volume, the net secondary <br />containment volume is about 30 cubic feet. Generally, secondary <br />containment should be provided for the entire contents of the <br />largest single tank in a storage area plus precipitation which is <br />not applicable to this covered storage building (Ref 40CFR 112.3). <br />One 55 gallon barrel contains 7.4 cubic feet therefore the metal <br />storage building satisfies the secondary containment requirement. <br />The above discussion and information should satisfy items 1) and 2) <br />of the abatement required for the subject NOV. The third abatement <br />item is to permit an approved noncoal waste storage area. Enclosed <br />is an application for a minor revision to permit such an area. The <br />following revised pages and drawing comprise the minor revision <br />application: <br />Page\Drawing Description of Change <br />2.05-9iii Added k. Noncoal Waste Storage. Also added <br />- item g.
