,.
TETRA TECH RMC
October 30, 2003
Mr. Brice Steele
Fulton Ditch Company
25 South 4th Avenue
Brighton, Colorado 80601-2029
Re: Recommendation of Approval of a Temporary Crossing of the Fulton Ditch;
Tetra Tech RMC Job No. 19-0080.045.00
Dear Mc Steele:
Tetra Tech RMC reviewed a submittal for a temporary crossing of the Fulton Ditch submitted by Les
Ewegen representing the 124th Partners. They propose to install a railroad car style temporary steel
bridge with concrete spread footings in the vicinity of the Henderson Water Ski Club Lake, which
resides between 120th and 124th Avenues.
Mr. Ewegen wishes to have a crossing in place for up to three years. His reasoning to have the
temporary crossing is to have access for a winter earthmoving project related to development of the
parcel into a sand and gravel mine. A portion of the soil will be used in the 120th Avenue extension
project.
I brought this issue up with the Board at the last meeting held on Friday, October 10, 2003. It was
decided that the crossing could be permitted if the applicant provided a more suitable temporary
crossing and a timetable for its use. Additional information has been provided, and in a recent
telephone conversation details were discussed as to the timing and need to allow continuous access
by maintenance personal. Naturally, repairs needed for damage to the ditch and surrounding
easement area resultant from operation of the crossing and other work on the site will be the
responsibility of 124th Partners.
RECOMMENDATION
Tetra Tech RMC recommends that the Ditch Company approve the temporary crossing for a period
not exceeding three years. Complete removal and restoration of the area by the applicant at the end
of the period was implied in our conversations.
1900 5.
