to provide additional technical assistance should the State so
request.
5. In response to your request for Mr. Rosenthal to respond to
questions raised in your July 13, 1995 letter, I refer you to
OSM's August 1, 1995 letter,•which responded to these issues
including the movement along the railroad tracks, the updated
resume for Mr. Rosenthal, and the Pendleton/Rosenthal discussion
about discontinuing monitoring over the 1 North workings. OSM
believes it responded adequatelytto questions directed to Mr.
Rosenthal. Since the State was the lead agency conducting
further technical investigation, all other issues were more
appropriately addressed to the DMG.'.
6. In response to your question regarding the Mincic Report, OSM
can find no written record in which we stated that the 1993
Mincic Report was not any good. DMG used the most recent survey
to determine if subsidence has occurred in the 1 North Workings
comparing this survey with the baseline information. This was
fully explained in detail in OSM's August 1, 1995 letter.
Sincerely,
R~ Jv'Sei
Regional Director
Western Regional .Coordinating Center
cc: Susan McCannon, DMG
Acting Dir, AFO
Dir, DFD
