DORCHESTER COLOMINE <br />715.15 Disposal of Spoil and Waste <br />No furclier disposal of spoil and waste off of the Cameo seam <br />face up has taken place since the last inspection. The upper <br />portal is not presently operating because Che mine portals have <br />reached the edge of a potential Preference Right Federal Coal Lease, <br />which has not yet been issued. No further mining can cake place ac <br />this seam until the Federal lease is issued. <br />This operation is going to need a waste disposal area in the <br />future. Regulations applicable to waste disposal were discussed <br />with Darrel Hespe. The operator was advised that 30 CFR 715.17(b) <br />and (c) prohibits [he disposal of coal waste in valley or head of <br />hollow fills. The operator stated that they are considering <br />several areas, some on BLM land for a disposal area. The operator <br />seated they were aware that areas with drainages should be avoided <br />co simplify environmental compliance. <br />717.16 Topsoil and Handling <br />Topsoil has been salvaged and stored. A cursory examination <br />showed the topsoil salvage was adequate but detailed compliance <br />with mine plan requirements needs to be determined. Topsoil <br />piles have been hydromuiched and seeded and complaince appears <br />adequate. Success of these seeding efforts cannot be determined <br />at this time. <br />717.17 Hydrologic System <br />Considerable effort has been made to improve the protection of <br />the hydrologic system. Two sediment ponds have been constructed <br />and are near completion. Culverts have been put in several areas. <br />A larger culvert now extends under the Anchor seam face up carrying <br />drainage water to the main sedimenC pond. Dam embankments have been <br />hydromulched and seeded to prevent erosion. <br />The access and haul road co the Cameo portal has been surfaced <br />with rock from the mine. The surface of the road is improved <br />and Violation 03 of 79-V-1-11 should be terminated. The operator <br />is advised that continued maintenance and periodic application of <br />durable material [o [he road surface is required. <br />Drainage on the haul road ditches and culverts has improved <br />since Violation 04 of 79-V-1-I1 was issued thus allowing tine <br />notice to be terminated. An additional culvert under the haul <br />road has been requested by the State and should be installed by <br />[he company. <br /> <br />-2- <br />
