In order to recognize <br />potential mutual benefits and to avoid conf acts and <br />delay, BMG should develop, maintain and impl ment one <br />comprehensive, integrated "critical. path" project <br />management schedule for the abatement plan task. <br />The project management schedule for the BMG abatement plan <br />tasks may be complicated. Schedule maintenanceicould be <br />facilitated by the use of project management computer <br />software (i.e., ON TARGET, Harvard Project Ma agement, <br />TIME LINE, etc), which could be obtained by BM and the <br />Division. This would accommodate efficient a ectronic <br />exchange of progress information. The schedule hould be <br />formatted as a detailed "critical path" project m nagement <br />schedule. The schedule should be divided into discrete <br />task elements. <br />The description of each discrete abatement tas~ element <br />should include: <br />(a) Methodology and practices to be applied, <br />(b) Risk entailed, <br />Is it proven technology, methodology pe#fection, <br />research, etc?) <br />(Is it subject to seasonality, weather, equipment <br />availability?) <br />(c) Criticality of the task element, <br />(Consequences of failure or delay for ~batement <br />progress) <br />(d) Decision points, <br />(e) Necessary relationship to other plan eleme~ts, <br />(Must it occur before or after other spec fic task <br />elements?) <br />(f) Alternative methodology or practices, <br />(To be substituted if failure or delay encountered) <br />(g) Required elapsed time, <br />(h) Name of the responsible staff member(s) or <br />contractor(s), <br />(i) Resources to be committed, <br />(BMG staff, consultants, equipment, lab) <br />(j) Required agency response(s), and <br />(Review and approval, site visit, meeting, permit <br />issuance, etc.) <br />(k) Abatement clan deadlines. <br />Discussion• <br />BMG agrees that a critical path project managem nt sche- <br />dule wi:Ll be helpful in ensuring that compliance eadlines <br />are meant. Such a schedule can only be develo ed upon <br />resolution of all of the abatement requireme ts. The <br />schedule can be developed on paper or through ttJe use of <br />
