Topsolling <br /> All topsoil removed from the site will be segregated and stockpiled for reclamation. All <br /> stockpiles will be revegetated to prevent wind and water erosion. The material will be <br /> placed on the site such that any erosion that may occur will be confined to the property. <br /> No woody vegetation will be placed in the stockpiles. The mining plan proposed by the <br /> operator minimizes the removal of existing trees. <br /> The operator has located the stockpiles in areas to minimize the handling to two times <br /> only. If the operator does need to change the location of a stockpile, then the Board will <br /> be notified through the submittal of a Technical Revision to the mining plan. <br /> The operator will take appropriate measures to ensure the topsoil is placed in a stable <br /> manner to eliminate slippage zones and sloughing of material. <br /> The quality and quantity of topsoil for the reclamation plan is sufficient to accomplish the <br /> proposed reclamation. The property is very fertile riverbottom land with a rich black <br /> topsoil. <br /> Any fertilizers or growth media will be applied at the rates recommended by the SCS. <br /> At present, the existing topsoil appears to have adequate capability to support growth <br /> without soil amendments. <br /> Revegetation <br /> All revegetation will be done in accordance with SCS recommendations to achieve a <br /> diverse, effective, and long lasting vegetative cover. The pond shorelines will not need <br /> irrigation or soil amendments for long term reclamation. <br /> The reclamation choice does not include either forestry or rangeland. <br /> The reclamation plan will revegetate all disturbed areas with appropriate seed mixed to <br /> minimize erosion, re-establish natural terrain and create usable recreation areas. <br /> Reseeding of the property will be done after topsoil is replaced in accordance with <br /> accepted planting practices. <br /> All grass seed will be planted with a grass drill equipped with depth bands and press <br /> wheels. Seed will be planted approximately one-half inch deep and will be drilled <br /> between November 1 and April 1. The grass seed mix includes drought resistant <br /> varieties and will be planted either in early spring or fall to insure germination. <br /> P <br /> E-3 <br />
