<br />Mr. Wallace Erickson <br />April 28, 1995 <br />Page 2 <br />Tab 22 - Reveaetation Plan <br />- Regrading or Stabilizing Rills and Gullies, Pages 33-34 <br />When evaluating what procedures to use to minimize further erosion <br />and siltation it was determined that for the engineering designs <br />for each site no field parameters would require revision. <br />Therefore, the information presented in Tab 13, Tables 13-3 through <br />13-6 would not change. There are also numerous areas were erosion <br />has developed in the past and we have implemented field action <br />immediately, to stop the problem before it became a potential <br />violation. Finally, if a Technical Revision is required because of <br />the public notice comment period it will take that much longer <br />before the remedial action plan can be implemented in the field and <br />additional erosion occurs. <br />For the abatement of NOV C-95-007, the plans being submitted are to <br />minimize erosion and siltation from the haul road and associated <br />structures at several locations. The riprap to be used at each site <br />will be 3-9" angular limestone. This riprap has already been <br />delivered to both sites along the Tie-Across Haul Road, which you <br />were able to examine during your inspection on April 20th. Riprap <br />similar to this has been used at numerous sediment and water <br />control facilities and erosion sites, both at Seneca and other area <br />coal mining operations, and proven to be quite effective. The <br />following list describes what measures will be used at each <br />location cited in the NOV. Also included in this submittal are 8 <br />1/2" X 11" xerox copies of several exhibits from the permit <br />application. These figures show the approximate location and type <br />of measures to be used at each site. <br />1. TAHRD-7 <br />From Table 13-4, Tab 13, Page 21 the watershed for this ditch <br />is only 2.7 acres. Also, a wheat field is located approximately 100 <br />feet from the north edge of the Tie Across Haul Road. Because of <br />these two factors, Seneca proposes to line the final 150 foot <br />stretch of the ditch with riprap. The existing erosion channel will <br />be graded prior to placement of the riprap. One row of silt fence <br />will be installed directly before the edge of the wheat field and <br />perpendicular to the riprapped channel. This will intercept any <br />sediment from reaching the wheat field or being deposited past the <br />permit boundary which is approximately 100 feet into the wheat <br />field. <br />2. TAHRC-1 Culvert <br />The outlet of culvert TAHRC-1 is already protected with <br />riprap. The erosion has occurred in the outlet channel directly <br />before entering the main stream channel. The length of the outlet <br />channel is only 40 feet from the culvert outlet to the stream <br />channel. Since the amount of area to work with is very limited, <br />
