Dept. of Natural Resources <br />This letter is written to you pursuant to rule 5.04.3(1) of the Colorado <br />Mined Land Reclamation Board's Regulations. The purpose of this letter is <br />to reiterate the information concerning the construction of the refuse sedi- <br />ment pond which I submitted to you in letter form on November 19, 1982. <br />During construction of the pond, Snowmass Coal performed 750 man-hours <br />of work to achieve the degree of completion of the pond as it now sits. While <br />constructing the pond, we experienced an unusual number of days of rain and <br />snowfall. While the rain and snow was not heavy, it persisted for a couple <br />of days at a time. We found that it was almost impossible to achieve the <br />95Y compaction of the lifts due to this moisture. In addition, our heavy <br />equipment was becoming bogged down in the mud as well as failing to climb <br />the inclined road which leads out of the pond area. These factors forced us <br />to delay construction of the pond for a few days until the sun came out and <br />dried up the soil. <br />After receiving your deadline of December 1st for completion of the pond, <br />I sent you a letter detailing a plan to dewater the pond during the runoff <br />next spring. Also, at this time I requested an extension for completing the <br />pond until next spring. Mike Kennedy and myself then went out and surveyed <br />the pond in order to determine its holding capacity. We discovered that the <br />pond will hold 1.19 acre-f t. of water as it now sits. The design specific- <br />ations for the pond call for .48 acre-f t. of detention before the water spills <br />into the dewatering pipe; and 1.67 acre-f t. of detention before the water flows <br />through the emergency spillway. <br />
