Carey
9307 State Highway 121
Littleton, CO 80123-6901
RE: Letter of Intent - Dahlia North Mine Site
Pre-Discharge Notification Application
Nationwide Permit 26
Dear Mr. Carey:
Cooley Gravel Company (Cooley) is the owner and developer of the North Dahlia Mine Site
(Site) located east of the South Platte River and north of 88th ?.venue. This site will be a
continuation of the sand and gravel operation that Cooley is presently mining to the south under
permit M-89-066. The property is approximately 180+ acres lying within Adams County,
Section 19, T2S, R67W of the 6th P.M. See Attachment 3 - Vicinity Map.
The goal of this Pre-Discharge Notification (PDN) is ultimately to gain the Department of the
Army Nationwide permit found at 33 CFR Part 330 Appendix A, (B) (26) for all of the Dahlia
North Mine Site. This application will also provide the Corps of Engineers (Corps) with an
intelligible overall view of the scope of mining and wetlands mitigation within this site.
The project is scheduled to begin operation within the year and last for five to ten years
depending on demand for sand and gravel within the public and private sector. The Site
development is scheduled to be completed so as to minimize the temporary environmental
impacts. Cooley has placed a high priority on encouraging development compatible with the
surrounding environment. The existing conditions are described in Attachment 6.
Approximately 1.25 acres of non jurisdictional wetlands will be disturbed within the Site. Eight
locations were measured utilizing air photos and field observations on November 9, 1994, by
GW Consulting, Inc. personnel and again on May 25, 1995, by Cooley geological personnel to
establish and verify the width of the wetlands within the Site. Additional delineations of existing
wetlands and plant species located with in the Site was completed the week of October 3, 1994
by Erik Olgeirson & Associates using the methodology contained in the revised 1987 Federal
Manual for Identifying and Delineating Jurisdictional Wetlands. The existing wetlands are
identified in Attachments 7 and 8.
—AN EOUAL OPPORTUNITY EMPLOYER—
Page 17, EXHIBIT I-1 & J-1
