Mr. Hal Simpson • •
May 19, 1995
Page 2
Areas 1 and 28 will not be enclosed in the slurry wall due to underground utilities
(Area 1) and the Bull Seep (Area 2B). Mining will begin on Area 1 in June, 1995.
This area will be wet mined with a drag line. Concurrently, the construction of the
slurry wall will begin. The mining of Area 1 will be completed in approximately five
months. At that time the slurry wall will be complete and the mining within the slurry
wall will commence. Mining inside the slurry will begin in south and proceed
northward. Upon completion of the mining of Area 1 the dragline equipment will be
moved to Area 2B. Mining of Area 28 and the area inside the slurry wall will be
occurring concurrently. Mining of both areas will be completed within approximately
six years. During the life of the operation the Area 1 may be backfilled by sand spoils.
Area 28 is proposed as an open lake.
The interior of the slurry wall will be dewatered by a sump located in the southwest
comer of Area 2A. The water will be discharged, via a pipeline directly to the South
Platte at the permitted NPDES discharge point shown of Ex. C-2.
At the completion of mining slurry walled area will be utilized as a reservoir.
Permanent lakes will remain in Areas 1 and 2B.
DEPLETIONS
Cooley plans to mine 1.6 - 1.7 million tons per year. The water surface area exposed
to the atmosphere will consist of a small area of residual water in the sump and Area
1 and 2B. Due to some backfilling during mining, the maximum area to be exposed at
any one time is estimated to be no more than 20 acres in Areas 1 and 2B and two
acres inside the slung wall. No water will be used from the pit for dust suppression.
During the first two years of mining the maximum exposed area is estimated at 12
acres.
The depletions from mining of the Dahlia North Resources Pit will result from
evaporation and water lost in the product. The gross evaporation of 40.5 inches per
year was determined from the NOAA Technical Report NWS 33. The monthly
distribution is based on the SEO draft criteria dated February, 1995.
Presently, a portion of the property is being irrigated by GASP wells and the
remainder is non-irrigated pasture grass. Enclosed is Exhibit C-18, Pre-Mining Plan
Map, which shows the areas irrigated and non-irrigated land. Since, the GASP rights
Page 8, EXHIBIT G-1
