EX E31T C-IA <br /> PRE-MINING CONDITIONS OF AFFECTED LAND NARRATIVE <br /> Overview <br /> This is a request to amend an existing sand and gravel mining operation by adding 10+ acres to make <br /> the proposed Amendment 91 permit area a total of 190+ acres. The property is located along the <br /> east side of the South Platte River, north of 88th Avenue. This amended permit operation is a <br /> continuation of the sand and gravel extraction operation that Cooley mined for the past five years <br /> south of 88th Avenue under permit M-89-066. <br /> Surrounding most of the miring area, including this 10+ acre additional area, a slurry wall has been <br /> installed to seal off surrounding alluvial ground water. The extracted material will be transported <br /> primarily via conveyor across the South Platte River to the existing plant that is located on Riverdale <br /> Road at 96th Avenue, although Cooley does reserve the fight to do on-site processing and/or <br /> transport material off property with trucks. <br /> Upon completion, most of the property, including the 10+ acre additional area, will be utilized as a <br /> potential water storage reservoir. All or parts of two areas outside of the slurry wall will be <br /> back-filled. Any parts of these two areas left with open water area will have an augmentation plan <br /> filed. One of these areas will be revegetated with low maintenance grasses for eventual use as open <br /> space and/or farming; the other to urban uses as allowed by Commerce City. The operation has been <br /> initiated on approximately 10 acres in an area approximately 500' north of 88th Avenue, east of the <br /> conveyor line. The total mining operation is expected to last from five to ten years, depending upon <br /> demand. <br /> Existing Site Description <br /> As mentioned above, the site is located east of the South Platte River and north of 88th Avenue, to <br /> the approximate alignment of 92nd Avenue. The eastern boundary are other properties, except at <br /> one point where the property abuts Monaco Street. The topography is fairly level over most of the <br /> site, with elevations ranging from 5,070t', on the south abutting 88th Avenue, to 5060t' along the <br /> South Platte River on the north. The only area of substantial higher elevation is the 5t acre area <br /> abutting Monaco Street. This area has an average elevation of 5,090f'. The above features and soils <br /> are shown on the PRE-MINING PLAN MAP, EXHIBIT C-113, and includes the additional 10+ acre <br /> area that is being added under this Amendment 91 located along a portion of the eastern boundary <br /> of the property beginning approximately 500+ ' north of 88th Avenue.
