Xcel Energy maintains asub-station easement within the Henderson property boundary at the <br />mill site (Exhibit C). This easement totals two (2) acres in a block and has been carried by <br />Henderson as part of the Affected Land since the sub-station was constructed. Since this sub- <br />station is not related to Henderson disturbance and belongs to Xcel, Henderson wishes to delete <br />these 2 acres from the Affected Land area. <br />2.4 DUSEL <br />"DUSEL" is the acronym for `Deep Underground Science and Engineering Laboratory". <br />DUSEL is a concept developed by the National Science Foundation (NSF). <br />"The concept of a DUSEL grew out of the need for scientists in multiple disciplines to have <br />access to a deep underground laboratory in order to answer some of the most compelling <br />questions in their respective fields. Physicists require a deep underground location in order to be <br />shielded from the bombardment from cosmic rays from space. The cosmic rays interfere with <br />the very high sensitivity detectors required to address such questions as: What is Dark Matter? <br />Do protons decay, which would provide evidence that all the fundamental forces are united at <br />some very high energy? What are the fundamental properties of the ethereal neutrinos that we <br />have just discovered have mass? Geoscientists, too, require access to deep underground <br />environments in order to solve numerous questions regarding the deformation of rock, changes in <br />fluid flow and chemistry and other properties that vary significantly with depth. Engineers <br />require access to underground environments to develop the technology to efficiently and safely <br />produce deep tunnels and caverns, to store fuels and wastes, and to possibly sequester C02 and <br />other greenhouse gases. Biologists want to explore the deep subsurface for new exotic forms of <br />life that could inhabit such hostile environments. The confluence of scientific and engineering <br />questions requiring a DUSEL have brought together the Biology, Engineering, Geosciences, and <br />Mathematical and Physical Sciences Directorates of NSF to look into the merit of undertaking <br />what would be a major construction project and suite of diverse research activities." <br />(www.nsf.gov) <br />The NSF has selected Henderson as one of two potential sites in the United States for further <br />evaluation and study. Henderson is a highly regarded candidate for numerous reasons and <br />accordingly, participates in the Henderson Underground Science and Engineering Project <br />(HiJSEP) to actively pursue DUSEL with the very strong support of the State of Colorado. <br />HUSEP is a nationally represented organization with representatives from Henderson, science <br />and engineering representatives from several regional and national universities, and the local <br />community. Henderson is coordinating with DMG regarding DUSEL at the staff level and <br />through a commission established by the governor of Colorado to evaluate the DUSEL. <br />Should the DUSEL be awarded to Colorado and Henderson, its development will be included <br />within the existing post-mining land use classification of "IndustriallCommercial" (UC) currently <br />established at the mine site. <br />2.5 New Henderson Operation Acreages <br />5 <br />
