F) Site Developement
The mining and reclamation plans aze described in detail in Exhibits D & E. As described in the
mining plan, the 100 year 24 hour event will be able to be contained within the pit, so no NPDES
Discharge permit will be required
Portable sanitation facilities will be provided to all workers at the minesite. The waste will be taken
offsite for treatment in an approved facility. There will be no leach fields or other means of sewage
disposal. There will be no new demands on Montrose County services from the additional extraction
areas other than those described in the sections above.
The weed control plan outlined in the reclamation plan will be presented to the County Weed
Management Commission for approval
G) Reclamation
The Haldorson Sand and Gravel Mine will be reclaimed partially to dry rangeland and mostly to
irrigated fields for growing similar crops as currently exist. The flat area which will be the pit bottom
will be reclaimed to irrigated fields, while the slopes leading down to the irrigated fields will be
reclaimed as dry rangeland. Haldorson Sand and Gravel will work closely with the Division of
Wildlife, the County, the neazby landowners and the DMG to ensure that the reclamation plan is the
best possible for acheiving the post mining land use. The reclamation plan is described in detail in
Exhibit E. This new proposal is a better reclamation plan than that approved in 2003. Under the old
plan, a lazge rectangulaz depression would be left in the Mesa with irrigation re-established at the
bottom. Under the new plan, the vast majority of the site would drain to the northeast off the site, as
it does now, only at a lower elevation. The site will be fully bonded for the worst case reclamation
costs with the Division of Minerals and Geology.
There shall be no stockpiling on this site of gravel mined elsewhere.
In conclusion, this pit will comply with all regulations of Section XII for Montrose County
Haldorson Sand and Gravel Mine 21
