There wars discussion in the meeting about moviae the proposed Bull Sccp SpIDway
futlhu to ithe east. Denver W ata and South Adams would like [he opportunity to rev~cw
nay associated impacts to our Hazeltine property with such a design change.
4. The Slate Engineer's cu[ren[ policy requires that all impounded water not capnued In
prionry tirust be released to the stream system within a maximum of 72 Lours after
impoundment. Deaver Water and Soudt Adams need trr consider the implicatioru of this
policy oa jour operations for all design alternatives,
i
As mentioned in fete meeting, Denver Water and South Adams are no[ far enough along in our
design Of [hc resQVOtr complex to know whechec the eversnlal plan would accotttm«late the
conveysnce of Firs[ Creek Flood Flows through the reservoirs. This option may be possible. It
would seem beneficial to all pardes to avoid constructing the 4800 efs channel this wimer rf a 20D
efs channel would ultimately be svHicient We world like to suggest a course of acdon where
only the smalls Q00 efs) charnel is cottsfrvcred 4~is wiener. Tlu daisioa whether to enlarge [hc
rJUnncl i0 acco[nmodaic 4800 efs would ba mach in a few years. We have summarizeri our
IeCOnnaeadaLOn ~s fO110W5:
1. Design and cotutrua the Bade control s[ructwes and improvemenu to the Bull Seep fa
Alternative 2 (200 efs) this winter. Coostruc[ ao spillway.
2. Complete.the lull, detailed design [or Alternative 1 [o take [hc 4800 efs through the BWI
Scep Slough, wrvch fOllOws the d.'sign pre mice of the existing reclamation plan.
;. Negotiate~the terms necessary with all afExted parties and regulatory agencies (Corps of
&tt;meers, Macintosh. Fulton Ditch Co. a td others) to ensure [lent AI[nnative 1 would be
a workable plan if it is iatplementcd.
4. L>etermine a currem cost estimate for [he agreed-upon Alternative 1 design
5. Wail for Denver Water and South Adam, to determine the best design for the reservotr
complex. if :outing Fast Creek through me reservoir complex is selected as the best
option, no additional work need be done oa the Bull Seep Slough channel. Dem-er Water
and South Adams would coordinate the design of a spillway system subject [o approval
from Urban Drainage and the DMG. COrISWC[IOn cos[ allocations for such wak would
be agreed upon by the Bull Seep Task Face. If Denver Wartt and South Adams' plan
will not accommodate such spillways in the raervotr complex, then the spillway for
Alternative 1 would be constnrc[ed and the Bull Serp Slough channel would be expanded
to carry 4800 efs.
We realize that this approach would require a¢reumeats on me sharing of shun-term and tong
term costs and ihst this agrsment may be di[fii;dt to achieve. In drat case these may be no
al[rmative then [o proceed with Alternative 1 at his time. Please feel free to give me a call at
303.628-6605 ro discuss any of these issues.
Sin/c~er~ely. ,
Jessica Barbi¢, PE
Project Enginecf
cc: Jimlones,ISACWSD
John Htttnilton, Muller Eagincrnng
Don Kennedy
Mike W'alfc:r
E & C File
C'\W INDOWS\TEMP\8-29 meeting tloc
