' 117 <br /> 1 In evaluating the amendment that I was <br /> 2 called upon to review, as a hydrologist, one of the <br /> 3 first things you look at is all those items that <br />' 4 would be connected with evaluating the hydrology of <br /> 5 the area. <br />' 6 And to start right off, I noticed that <br /> 7 the applicant utilized what's called the SC.6 curve <br />' e number method, which is absolutely a very g~~od way <br /> 9 to evaluate peak flows and what the peak flaws would <br /> l0 be for 100- <br />ear flows <br />as well as PMP <br />But the <br /> y <br />, <br />. <br />' 11 thing Z was struck with was that some of the <br /> 12 techniques they used, the coefficients they used <br /> <br />' 13 result in the fact that, in my opinion, there could <br />i l4 be an error from -- anywhere from 36 to 130 percent <br />' 15 in the peak flows. <br /> 16 The soils of that area are what's called <br /> 17 Black Hill gravelly sandy loam which, on the valley <br /> 18 floors where the tailings are located, on the <br />' 19 hillsides -- I ma <br />but <br />mi <br />r <br />n <br />th <br />a <br /> y <br />sp <br />ounce <br />ese n <br />mes, <br />o <br />' 20 marca (phonetic) marble complex.
