mining, which, as described in numerous places above, will actually improve the river
channel.
101 Letter from Dan James
This letter applauds the removal of the sewage ponds and the creation of the lake. We
applaud the recognition of this fact. One concern is the proximity of the lake to the river.
This is discussed in the response to letter #2 and #4. This has been addressed from both an
engineering and visually pleasing standpoint.
A second concern is the time line and management plan. Detailed time lines for mining
and reclamation of the site are given in the respective mine plan and reclamation plan
sections. Delays in the review process for this plan may require that bank protection work
be don in the summer of 2002, with pond excavation occurring in the fall and winter.
111 Letter from David James and Linda Kay James
The letter questions any activity that will endanger the stability of the main river channel
and consequently downstream land. We also cannot allow any damage to the river and any
downstream land. For this reason, we have included elaborate designs for the jetty, the
embankment protection, the erosion liner and the revegetation plan. We have balanced the
desire for aesthetically pleasing enhancements with the need to protect against the large
flood. Overall, we firmly believe that the plan addresses these concerns and will provide
long term stability.
The current situation for the James Ranch is that three sewage ponds exist adjacent to
their property with the southernmost pond at the property boundary. Also, there is no
embankment protection for these ponds except for natural gravel of approximately 1 foot
in diameter which will be swept away in any appreciable flood. This would threaten their
land if the river captures the ponds. We are proposing to remove the sewage ponds,
properly dispose of any sewage present, establish a lake with wetland plants and provide
very strong embankment protection which does not currently exist. Which would you
prefer?
12) Letter from John Sobers
This letter states that he opposes the mining project but not the pond. Unfortunately, the
pond cannot be created without the mining of the gravel.
6
