Exhibit f`D" <br />Mining Plan <br />6.4.4 <br />(a) Mining commenced in this operation over 65 years ago. It was described by a DMG <br />inspector as a "sand harvesting operation" which removes sand from the arroyo floor which is <br />later replaced by the runoff in the stream bed. This is an ephemeral stream with extremely <br />limited runoff. The life of the operation appeazs to be something long term with the life difficult <br />to project since it is self regenerating. <br />(b) The plant growth medium is limited to 12-18". This minimum amount will be salvaged and <br />stockpiled on the north and south affected azea boundary if required by MLRB. This may be <br />used to backslope the walls of the arroyo in final reclamation. However, this will be somewhat <br />of a futile exercise since the stream flow will wash it out and leave the vertical arroyo banks like <br />those both upstream and downstream from the pit site. <br />(c) There is no overburden or waste rock to be removed from the deposit. Therefore there will be <br />no stockpiles of overburden or waste rock to be shown on the Exhibit "E" Map. <br />• (d) The sand will be mined to a depth of 3-15'. It is of much greater depth, but this mining plan <br />is designed not to expose any underground water which limits the depth of mining to the amount <br />described. <br />(e) The major components of the mining operation aze limited to the County access road to the <br />pit area, the mining roads and a water reclamation basin in the permit area. With this surface <br />operation there will be no underground openings such as adits or ventilation facilities. Any <br />office, shop/maintenance buildings, plants or processing facilities will be located outside of both <br />the permit area and the affected area. <br />(fj The dimensions of any significant disturbances to the land surface will be limited to pit <br />excavations and the plant growth media stockpiled on the north and south pit perimeter if <br />required by MLRB. There will be no mine benches, impoundments, stockpiles, or waste rock <br />disposal azeas. The maximum azea expected to be affected is about twenty acres at any one time. <br />(g) The existing access road is a Huerfano County road in existence as evidenced by <br />correspondence in the files revealing its existence since approximately 1950. No improvements <br />will be made to the County Road so there will be no roads to be included as part of the permitted <br />acreage. There will be no associated drainage and runoff conveyance structures. <br />
