Some drums and containers which had held the oil and lubricants <br />also remained. <br />In April, Mid-Continent made repairs to the road, cleaned the settling basins and <br />culverts, and proceeded with `he clearr up of ins site. T;~is dean-up involved <br />removal of trash and scrap .~e"a., as well as the drams and containers. Still <br />remaining for clean-up at the site era a length of ; ose and conveyor belting, and <br />several localized areas in whictr sufi~;al soils are staff^ed. Completion of the <br />clean-up was halted on 5/2196 when BLM ordered Mid-Continent off the property. <br />The report from your inspection of 4130/96 of the Mid-Continent Limestone Quany, <br />under Corrective Actions to be Taken requires, by 5/31 /96: <br />Remove containers and clean up spills -Demonstrate to the Division that <br />these materials were properly disposed of. <br />Mid-Continent has requested Dr. Richard Harlan, a consultant, to review the <br />samples taken by BLM, and to advise us as to any requirements which would be <br />applicable to clean-up and disposal of the stained soils. <br />However, the Bureau of Land Management (BLM), having ordered Mid-Continent off <br />the property on 5/2/96, has also declined on 5/13-14/96 to allow Dr. Harlan access to <br />the site. In addition, Dr. Harlan was informed this week that the test results of <br />samples taken on 5/2/9E by BLM would not 5e made available to Mid-Continent until <br />BLM decides on a fi'.the. course of ar:tion. <br />For these reasons, : ,;:ast request an exferr~io„ of timF ir. which to carnpiy w`.tn <br />CDMG's requirement t~rzt the stains 5e cleaned ~p and p•aperly disposed.
