TST, INC. CONSULTING ENGINEERS
~~~~~~~® June 6, 2007
Erica Crosby IJUN 212007
Division of Reclamation, Mining and S>ifstySon of Reclamation,
Department of Natural Resources Mining and Safety
State of Colorado
1313 Sherman St., Room 215
Denver. CO 80203
Re: Technical Revision Application 03 (TR-03)
Three Bells Pit, Permit No. M-1979-191
Project No. 0864.0111.00
Ms. Crosby:
This letter is a resubmittal to the Technical Revision (TR03) for the Three Bells Pit, permit
No. M-1979-191. This Technical Revision is a request to update the existing Reclamation
Map, based on a new pond design layout for the Three Bells mine. This letter will address
the outstanding items listed in the letter dated May 8, 2007.
1. Attached you find a letter form Lafarge West, Inc. authorizing TST Consulting
Engineers to submit TR-03 on their behalf.
2. All plans are stamped by Fraser Wash, P.E.
3. The original Excavation Plan for the Three Bells Ranch is being resubmitted with
the new pond area highlighted.
4. A separate exhibit titled "Existing Topography' is being submitted to help clarify
the existing conditions on the site. The existing contours have been redesigned
to show 1' contours instead of the previous 2' contours. The proposed contours
shown in Exhibit E have been redesigned to tie to existing contours. A legend
and additional labels have been added to help clarify elevations.
5. The ditch shown is a privately maintained ditch that is owned by Lafarge West,
Inc. and services Lafarge's property south of the Three Bells Mine.
6. Anew ditch has been graded and shown in Exhibit E. In addition a cross section
has been included in Exhibit E.
7. We believe that the only structure/utility that may be affected is a 15" Sanitary
Sewer line located on the west side of the property. A letter is included that
states that the South Fort Collins Sanitation District has no objections to the
mining operation or the new reclamation plan as long as the as the operation
abides by the covenants and restrictions of the easement agreements
8. A cost estimate for the new reclamation plan and ditch re-alignment is included in
this application.
If you have any questions or need any additional information please give me a call at
(970) 226-0557.
Sincerely,
TST, INC.
